I wish to make a request under the Freedom of Information Act 2014 for the following records: A copy of any due diligence review, safety audit, or technical assessment carried out by JJ Campbell & Associates (Consulting Civil & Structural Engineers) on behalf of the OPW in the period from October 2017 - March 2018 Reason as to why a simple report took over 4 months to complete. Specifically, I am requesting the final report and any interim findings related to the performance, compliance, or safety of detention cell windows across the State’s Garda and Courthouse infrastructure (including but not limited to projects at Bandon, Wexford, Taum ) Copies of any invoices, payment records, or procurement correspondence relating to the commissioning of this review by JJ Campbell & Associates, specifically where such payments were authorised or processed following the completion of the work ("after the fact"). Any internal OPW correspondence (emails, minutes of meetings) discussing the findings of this JJ Campbell review and its implications for Fire rating, BCAR (Building Control Amendment Regulations) compliance on active sites. The timeframe is from the 8th October 1991 to the present date. On that date the Deed of Conveyance between our client the purchaser and the then vendor was the Commissioner of Public Works in Ireland 51 St. Stephens Green Dublin which we assume are your predecessors. In that Deed the property was described as “ ALL THAT part of the Estate, that part of the lands of Ballinalee situate in the Barony of Granard and County of Longford and known as Garda Residence Ballnalee in the County of Longford more particularly described and delineated in the plan and thereon edged red”. There was no plan or map attached to the said original Deed and the property was registered in the Registry of Deeds but never registered in the actual land registry as it was no compulsory to so do at the time. What we require is any correspondence or records since the said date of purchase up to the present date between the OPW their servants, agents, employers or independent contractors with our client concerning the said property or appertaining thereto of any nature and description to the use and enjoyment of same or any adjoining property which is still owned and retained by the office of the OPW in relation to rights of way or easements enjoyed and used by our client or concerning any objections by our clients to the exercise of such rights of way or easements by our client since the date of purchase to the present date.

These matters carry a very strong public interest, particularly in the context of vacancy, dereliction, and pressures on land and property for residential and commercial use. Section 37 considerations I note that the records concern public property, public authorities, and regulatory processes. Section 37 is therefore unlikely to be engaged.

Under freedom of information Act 2014 I request the following, please: 1. CCTV footage of all emergency service vehicles accessing and attempted access to the site on Sat Dec 6th, 2025 from 9.15am until 10.30am. I appreciate this will need to be annoymised however the type of vehicle and times should be made available. A continuous CCTV record for this time is sought. 2. All internal incident reports, emails or records created or held by OPW that relate to emergency services experiencing delay, difficulty, or obstruction due to bollards/ access systems at Castletown since Sept 2023. This request is prompted by delays in emergency access I witnessed on 6th December, 2025. I am seeking to understand the arrangements in place for emergency entry to the site after concerns had previously been flagged regarding emergency service access to this OPW site.
