Under the Freedom of Information Act 2014, I am requesting access to the following records held by the Office of Public Works regarding the National Anti-Ligature Programme and Garda Estate upgrades: 1. Project-Specific Site Records (The "Safety Correction" Trail): Copies of all Site Meeting Minutes, Architect’s Instructions (AIs), and Clerk of Works Reports specifically relating to the approval or rejection of "OBE" cell windows for the following projects: Navan Garda Station Bailieborough Garda Station Portlaoise Garda Station Newcastlewest Garda Station Longford Garda Station Donegal Garda Station Note: I am specifically seeking records detailing why winning contractors were required to deviate from their tendered window supplier in favour of a secondary specialist supplier (The Glass Block Company) for safety or compliance reasons. 2. Technical Submittal Rejections: Copies of all Technical Submittal rejection notices issued to contractors regarding cell windows tested only to EN 14019 at the aforementioned sites. 3. Internal Communication Records (The Suppression Email): All internal emails, memos, and logs associated with the OPW internal email address: glassblockco@opw.ie. This request includes records of who authorised the creation of this address and any internal correspondence regarding the "ring-fencing" or redirection of safety complaints from The Glass Block Company. 4. Technical Specification Rationale: Copies of the internal technical review or "Due Diligence" report (dated between Oct 2017 and March 2018) that concluded EN 14019 was an equivalent or suitable standard for high-risk detention, despite the standard’s scope excluding "acts of vandalism." and the fact the En test was only completed in May 2018 5.
