Under the FOI Act 2014, I am requesting access to the following records held by the OPW regarding the 'Cell Refurbishment Programme' and Garda Station cell window replacements (2016–present): All technical specifications and tender requirement documents that specify EN 14019 as a suitable performance standard for cell windows installed at Kells Garda Station. All Risk Assessments or Technical Justification Reports including the findings of the Due Diligence review done by JJ Campbell ( October 2017 REF 1710-02-14 ), produced by OPW engineers or external consultants regarding the suitability of EN 14019 for custodial environments produced by Oliver Boland Engineering, and the type of glazing used under this standard. Any correspondence (emails, memos, or meeting minutes) between the OPW and An Garda Síochána or the Department of Justice discussing the issue of cell windows installed using Standard welded domestic glass blocks and security classification of cell windows installed before October 2017 Copies of Test Certificates or Declarations of Performance (DoP) submitted by successful sub contractors for cell windows installed under the EN 14019 specification. Any internal audits or reports regarding the technical exclusion of glass from the scope of EN 14019 in relation to station refurbishments or new build projects." Any tender documents and cell specification documents related to the Wexford Garda Station HQ project. We request the files in PDF Format.
