    We would be grateful for 1) all information held by the OPW in relation to any flood relief scheme of which the OPW is aware, other than at Lough Funshinagh, County Roscommon, which have been authorised under the Local Government (Works) Act 1949 including their location, costs, dates and terms. Should such information exist, we require that same is provided immediately pursuant to Article 5(3) of the AIE Regulations which provide: “In the event of an imminent threat to human health or the environment, whether caused by human activities or due to natural causes, a public authority shall ensure that all information held by or for it, which could enable the public likely to be affected to take measures to prevent or mitigate harm, is disseminated immediately and without delay” Clearly if any works have been authorised under the 1949 Act, an imminent threat to human health or the environment is engaged by the matter in respect of which such works were authorised. 2) The details of the cost-benefit analysis for any aforementioned flood relief schemes.

    In 2019 I requested information relating to flooding in Blackpool - AIE 5/1/2019. I was denied access to four video clips (record no.6) identified as being relevant to my query. These clips are: MVI_0829 007 MVI_0831 009 MVI_0832 010 MVI_0834 012 I have since learned that these clips were all filmed by a member of the public, and as such could enter the public domain at any time. These video clips are vital in determining the cause of flooding in Blackpool Village on the 28th of June 2012. I believe that the public interest is better served by the immediate release of these four video files (unedited) to me. I request these four video files under the Access to Information of the Environment Regulations. I will agree not to publish any material that would compromise the privacy of individuals. I would like to receive the documents via digital download please.

    The document I requested is called the Arbitration Navigation Award of the Commissioner of Public Works, dated June 1859. Its significance is that it elaborates the geographical and functional areas of responsibility of the Lough Corrib Navigation Trust (LCNT), which was established by the Drainage (Ireland) of 1856. The LCNT is a functioning public body to this day. It controls the navigation channel through Lough Corrib, the River Corrib, the Eglinton Canal and the Claddagh Basin. However, over time, its exact sphere of responsibilities has become unclear in certain areas, which has led to some disagreement and the deterioration of some places where ultimate responsibility is disputed. The only way to clear this up is to go back to the source document, then work from there to the present day
