At the bottom of this page, however, a handwritten note signed by Helen O'Connell and dated 19 February 2019, states "Hold imposing the levy as works have been substantially complied with". The handwritten note appears to overrule the recommendation of the A/Assistant Engineer in relation to the imposition of a levy under section 22. Please explain. 2.
