Any records relating to the installation of 'no cycling' or 'no bicycle parking' signs in the vicinity of Sea Road in September 2020, as shown in the two attached illustrations. The records I am interested in include, but are not restricted to, the following: • Any records of representations received, internally or externally, about bicycle use or bicycle parking being a problem in this area. • Any records documenting the decision making process that led to the installation of these signs. • Any records documenting the decision to remove the round signs that were initially installed and to replace them with the rectangular signs. • Any records of requests for legal advice in relation to the legality of the signs and records of any legal advice given or received. • Any records of representations received subsequent to the installation of the signs and records of any communication or discussions about the reaction to the installation of these signs. I believe the signs were first installed on September 4, 2020, but I assume there was an earlier process leading up to this that began with the identification of a problem which needed to be addressed and culminated in the installation. Rather than specifying a time period to be covered by this request I would ask that you use your own judgement about what time period it is necessary to cover in order to provide an accurate picture of the process that led to the installation of these signs.
