I am researching the history of the Government Contracts Committee (GCC) which I believe was established soon after the foundation of the State. It was chaired by the Department of Finance who also provided the Secretariat and came under the remit of the Public Procurement Policy area in the Department of Public Expenditure and Reform. Under the Freedom of Information Act 2014 I am requesting copies of all documents that dealt with the formation of this long-standing Committee, its membership, the type of work it did in the early years and the frequency of meetings. Minutes of early meetings (say 6 - including minutes of the first meeting) would help satisfy this part of the request. Furthermore, I understand that around 2000 an internal report was written by the Public Procurement Policy Unit in the Department of Public Expenditure and Reform which set out a brief history of the GCC, I am also requesting a copy of this document under FOI Act 2014.

In accordance with Section 12 of the Freedom of Information Act, 2014 I request access to all non-personal records relating to the concurrence by the Minister for Finance (and successors) with decisions by the Minister for Communications between 1 January 1997 and 1 September 2008 to authorise An Post to grant increases in pensions and preserved pensions under Rule 13 of the ‘An Post Main Superannuation Scheme, 1990’, which Scheme the Minister concurred with on 25 June 1990. It may be the case that the Minister issued a general authorisation before 1 January 1997 for An Post to pay increases without specific authorisation provided that they followed a policy of “pay parity” as described in a letter dated 26 October 2006 from the CEO of An Post to the Pensions Ombudsman.
