In accordance with Section 12 of the Freedom of Information Act, 2014 I request access to all non-personal records relating to the concurrence by the Minister for Finance (and successors) with decisions by the Minister for Communications between 1 January 1997 and 1 September 2008 to authorise An Post to grant increases in pensions and preserved pensions under Rule 13 of the ‘An Post Main Superannuation Scheme, 1990’, which Scheme the Minister concurred with on 25 June 1990. It may be the case that the Minister issued a general authorisation before 1 January 1997 for An Post to pay increases without specific authorisation provided that they followed a policy of “pay parity” as described in a letter dated 26 October 2006 from the CEO of An Post to the Pensions Ombudsman. If the latter applies I request access to this general authorisation.
