On September 30th, DECC published online the minutes of a meeting held remotely on August 24th last by the Angling Consultative Council of Ireland (ACCI). Within the minutes, it is stated clearly that DECC were advised that Article 7 contained within the now withdrawn Draft Designated Salmonid Waters Bye-Law 2021 was “legally required”. Article 7 of the bye-law stated the following; “The Minister may, before approval, amend stock management plans as he sees fit and such plans, as approved by the Minister, shall be published and implemented by IFI”. Therefore, I request all records that clearly show the legislative context and/or requirement on DECC, which required the insertion of Article 7 in the draft bye-law.
