It may be the case that the Minister issued a general authorisation before 1 January 1997 for An Post to pay increases without specific authorisation provided that they followed a policy of “pay parity” as described in a letter dated 26 October 2006 from the CEO of An Post to the Pensions Ombudsman. If the latter applies I request access to this general authorisation.
