RE: Regulation of Commercial Institutional Investment in Housing Guidelines for Planning Authorities. Request for:  Reports/submissions created by officials in preparation/formulation of the guidelines for direct use by the Minister.  Copies of submissions made by external actors (such as those representing the Real Estate investment sector etc.) expressing a preference in terms of the specification of the guidelines.  Recommendations provided to the Department from other state bodies (department of finance/ central bank etc.) or external consultants (if commissioned by the department).
