Tipperary County Council I wish to request access to all records relating to the full cost associated with the Part 8 Site Remediation Works at Ballypadeen, Cashel, Co. Tipperary, including but not limited to the following: 1. Total projected cost of the remediation worksAll estimates, costings, budgets, tenders, consultant reports, engineering assessments, or internal financial projections relating to the proposed remediation works. 2. All costs incurred to dateAny expenditure already incurred in relation to the Ballypadeen site, including: Environmental assessmentsEngineering reportsConsultant feesLegal feesContractor or preparatory worksSite investigationsAny other related expenditure 3. Insurance coverage and liabilityRecords confirming whether any portion of the remediation costs will be covered by Tipperary County Council's insurers.Records showing: Whether the insurer has accepted or declined liability for remediation costsAny excess, deductible, or contribution payable by the CouncilAny correspondence with insurers relating to the remediation works 4. Funding sourceRecords identifying whether the remediation works will be funded: Fully by Tipperary County CouncilPartially by insurersThrough central government grantsThrough any other funding mechanism 5. Internal communicationsAny internal memos, emails, reports, or briefings discussing the financial implications of the remediation works. 6. Consideration of retrofit, partial remediation, or phased completion Please provide all records, reports, assessments, engineering advice, consultant recommendations, internal memos, or financial analyses that consider:Retrofit or partial remediation of the Ballypadeen sitePhased or staged completion of the works rather than full remediation in a single projectAny cost–benefit analysis, feasibility study, or comparative costing between: full remediation,partial remediation,retrofit options,staged/phased works, orany other alternative options considered by the Council or its consultants This includes any records that discuss whether such options were considered, evaluated, rejected, or deemed feasible or infeasible. Request for Urgency I request that this FOI application be processed as a matter of urgency. There is an active Part 8 public consultation underway for the Ballypadeen Site Remediation Works. For members of the public to make informed, meaningful submissions, it is essential that the full financial implications of the proposed works, including all costings, funding sources, and alternative options, are available before the consultation period closes. The information sought is directly relevant to:the public's ability to understand the scale and justification of the proposed works,the financial impact on public funds, andthe evaluation of whether alternative, less costly approaches were considered. Delaying release until after the consultation period would undermine the purpose of public participation and would not align with the principles of transparency and accountability set out in Section 11(3) of the FOI Act. For these reasons, I respectfully request that the Council expedite processing of this request
