Specifically, I am looking for the following verified data points: • Assessment of Alternatives: Where is the documented analysis that compares the €1 billion supply-side investment against equivalent demand-side investments (e.g., accelerated deep-retrofitting or industrial demand response) to meet the same security of supply objectives? • Cost-Benefit Analysis (CBA) Methodology: Can you confirm if the CBA used for this project aligns with the Commission Recommendation (EU) 2024/2143? Specifically, does the analysis account for the wider societal and environmental costs of potential stranded fossil fuel assets versus the benefits of permanent energy demand reduction? • Designated Monitoring Entity: Under Article 3(4), which national entity (e.g., SEAI or CRU) has been designated to monitor the application of the EE1st principle for this specific investment, and where can their verification report be accessed? • Demand Projection Alignment: Does the "Necessity of Project" analysis rely on the SEAI WAM (138 TWh) projections, or has it been stress-tested against the EED- compliant (115.4 TWh) target for 2030?
