1) The letter sent to Minister Ryan and Assistant Secretary General Philip Nugent by David Tobin on behalf of PandaGreen chief executive Brian McCabe on the subject of national waste disposal and processing capacity issues arising from growing population, a lack of zoned land and delays in planning and environmental licensing. The letter was sent on a date after 1 May, 2022, according to the Lobbying Register. 2) Any follow up communication between the Minister, the Department or his advisors with PandaGreen subsequent to the receipt of the letter.
