internal guidelines which detail the operation of the new Agricultural Work Permit scheme from the Department's perspective; and Any internal communications, policy papers, notes, or other documentation which would establish what the Department's position was in respect of access to social welfare under the scheme, and measures to counter the potential for exploitation.
