​I am requesting access to records regarding each individual council-owned or council-subsidized swimming pool facility within the Tipperary County Council area for the period 01/01/2024 to 31/12/2025. To assist in processing and minimize administrative burden, I request these records be provided in an electronic spreadsheet format (Excel or CSV), providing data for each facility separately (e.g., using a "Facility Name" column). Participation & Hourly Usage: Total annual attendance and a statistical report showing average hourly check-ins for public sessions, segmented by demographic categories (e.g., Adult, Senior, Child, Disabled Users). Membership Volume: Total active memberships as of 31st December for each year, segmented by available demographic categories (e.g., Adult, Senior, Child, etc.). Entry Type Breakdown: A breakdown of total entry types for each year, specifically distinguishing between Membership scans, Pay-As-You-Go (PAYG) sales, and Multi-visit passes for each demographic category. Aqua Aerobics: Total sessions held in each year and average attendance per session. Capacity & Staffing: Records detailing the Maximum Instantaneous Bather Load and Daily Design Capacity, alongside the Minimum Guarding Levels (lifeguard-to-bather ratios) currently required for public sessions. Financials & Pricing: Total gross revenue generated specifically from Adult, Child, and Senior/OAP ticket sales (PAYG and Multi-visit passes) for each year. Research & Pricing Analysis: Copies of any report, survey, or analysis from 2021–2025 used to determine the current pricing structure forAdult, Child, and Senior users. Infrastructure & Software: A statement confirming if entry is via automated turnstiles or manual reception, the name of the management software used (e.g., Gladstone, CentumX), and the age threshold used for "Senior" status. Grant Funding: Additionally, I request records of any drawdowns from the Community Recognition Fund, SESS, or LSSIF allocated to these facilities in 2024 and 2025. Legal Note regarding Section 11(9) & Westwood Precedent: Pursuant to Section 11(9) of the FOI Act 2014, records held by a service provider (e.g., Aura, Coral, LeisurePoint, etc.) relating to a service provided for an FOI body are deemed to be held by that body. Furthermore, the High Court ruling in Westwood Club v. Information Commissioner & Bray Town Council [2014] IEHC 375 confirms that records of council-owned leisure companies are subject to FOI under the control of the Council.
