We are seeking access to the below categories of data:​Traveller Accommodation Programmes (TAPs):Copies of all Traveller Accommodation Programmes prepared and adopted by Tipperary County Council (and the former North and South Tipperary County Councils) from the first programme in or around 2000 up to, but not including, the 2019–2024 programme.Any associated review reports, progress reports, or implementation updates relating to those TAPs as well as the 2019–2024 and the 2025-2029 programme. 2. IHREC Equality Review:The Council's initial Equality Review of Traveller-specific accommodation response to the Irish Human Rights and Equality Commission (IHREC) dated 03 October 2019, IHREC's clarifications letter dated 24 April 2020, the Council's clarifications response letter dated 26 May 2020 and the Council's Equality Action Plan submitted to the Commission in June 2023.All other records provided by or exchanged with IHREC (including any communications, submissions, correspondence, findings, or follow-up actions).Any internal reports, minutes, or documents prepared by the Council in response to the IHREC equality review or in preparation for same. 3. Rural Housing for Travellers:All policy documents, internal reports, strategy papers, guidance notes, or circulars used or developed by Tipperary County Council that relate to the provision, management, acquisition and allocation of rural or single-instance housing for members of the Traveller community.This includes any documentation referring to eligibility criteria, planning considerations, or case-by-case assessments under the TAPs or other housing programmes. 4. Caravan loan schemeAll considerations, policies, correspondence and documentation in relation to the adopted caravan loan scheme.Minutes of all meetings where the scheme was adopted, in particular minutes of the Local Traveller Accommodation Consultative Committee (LTACC) in September 2025.
