I request all records that are not already in the public domain including, but not restricted to reports, consultations, inter and intra-departmental emails and their attachments,, phone calls, meetings, to include un-minuted meetings, minutes of meetings, briefing notes, etc that provide details of the matters to which Minister Eamon Ryan said he had regard in his AA Determination for the South Coast Designated Maritime Area Plan (attached). Examples of the records requested are those related to: the integration of SEA and AA expertise, the AA team engaging directly with the SC-DMAP team to raise issues and create awareness on key considerations for the protection of the Natura 2000 network, the 'hierarchy of measures beginning with avoidance', the ecosystem-based approach and methodology, identification of environmental constraints, the integration of the AA process with the SEA process. This gives examples, but all records supporting the reasoning for the Minister's conclusions should be provided.
