South Dublin County Council FOI Request (also in attachment): We wish to request, under section 12 of the FOI Act, copies of all
records held by/under the control of South Dublin County Council and its independent medical referee
in relation to the decision-making process for Medical Priority Housing. This is a non-personal request
which we submit as part of our housing law practice. “Records” shall be read as including all records
falling within the definition of “records” under the FOI Act.
Specifically, we are writing to request any and all records, including but not limited to: letters, emails,
memoranda, typed or handwritten notes of meetings or telephone conversations, minutes of meetings
or teleconferences, zoom or other multimedia meetings, reports, documents and correspondence
generated by or held by South Dublin County Council, the independent medical referee or any of its
service providers evidencing:
1. The number of applications received by South Dublin County Council and the independent medical
referee requesting a medical priority to attach to an applicant/s’ application for social housing
supports in the years 2023 to date, 2022, 2021, 2020 and 2019.
2. The average length of time between an application for medical priority being received by South
Dublin
County Council and the independent medical referee and a decision being made in relation to same
in the
years 2023 to date, 2022, 2021, 2020 and 2019.
3. Any policy documents or guidelines followed by South Dublin County Council and the independent
medical referee in determining an applicant/s’ eligibility for medical priority to attach to their
application for social housing supports. This is to include all considerations regarding the relevant
evaluation, assessment
process and the applicable qualitative criteria.
