“I request access to non-personal records on any disputes that have arisen in the implementation or the interpretation of Section 44 (4) and (5) of The Forestry Act 1988 relating to the conditions or the amount of benefits payable to pensioners covered by the statutory guarantee. I would prefer to receive copies of the records electronically.” This was further refined by e mail on 25th November 2022 as follows: “I request key records that indicate problems in interpretation or implementation of the statutory guarantee in the Act that have arisen over the past 5 years and the decisions or actions taken to resolve same. I do not require copies of representations or supporting routine administrative correspondence.” Further clarification was received by e mail on 5th December 2022: records that relate to disputes/challenges made to the Minister from XXXXX pensioners in relation to their pension as well as any subsequent appeals.
