In a Sunday Times article in May about XXX' selection of XXX, the department said that it 'is looking at rules that require grantors to take “a proactive approach to ensuring that the terms and conditions for grants are appropriate to the local conditions in the sector in which they operate, while ensuring effective management and accountability of public money”. And, that organisations receiving grants must show effective use of funds and “avoidance of waste and extravagance”. As such, my FOI request (FOIXXXX), in Section 1, specifically asks for 'both the rules and the terms and conditions for grants referred to in the article'. However, in the Terms & Conditions For Grant Assistance document attached in response to FOI/XXXX there isnt a single reference to either 'avoidance', 'waste' or 'extravagance'. That document therefore clearly doesn't show the method and criteria by which organisations demonstrate that they are avoiding waste and extravagance. No other document or record was provided as part of FOI/XXXX. To clarify, my request for both the rules and the terms and conditions for grants referred to in the article is a request for a document(s) which shows the method and criteria by which organisations demonstrate that they are avoiding waste and extravagance.
