The "preliminary assessment and quanficaon" of vacant sites in your local authority area, which all local authorities were obliged to undertake, according to Circular PL7/2016 issued by the Department of Environment, Community & Local Government. This states (at page 6), that local authorities must "(i) undertake a preliminary assessment and quantification of the number and location of potential vacant sites in their functional areas." The report by the Chief Executive "recommending designated areas in the development plan in which the levy could be applied" which the Circular also states must be written [Circular p. 6, (ii)] and presented to elected members.
