The legal, economic and/or policy rationale for compensating generators for curtailment (“Curtailment Compensation”) as part of the design of the Third Onshore Competition under the Renewable Electricity Support Scheme (“RESS 3”) and/or the first Offshore Renewable Electricity Support Scheme (“ORESS 1”), whether in the form of Unrealised Available Energy Compensation (“UAEC”) or otherwise. 2. The consideration of the Department of the necessity to include Curtailment Compensation in RESS 3 and/or ORESS 1. 3. The consideration of the Department of the economic benefits intended to result from the Curtailment Compensation to include the envisaged effect on auction strike prices and the ultimate reduction in costs to consumers and/or required infrastructure investments. 4. All communications and/or records shared between the Department and the Commission for Regulation of Utilities in relation to Curtailment Compensation.
