I am officially requesting under FOI a defined statement as to if section 4 of circular 17/2017 prevents all public service bodies from entering mediation in relation to disputes over selection for promotion, or can publicly funded bodies opt into mediation in spite of section 4 of said circular, And Is said circular binding or advisory on public service employers.
