Communications between the (then) Dept of Enterprise, Trade and Employment, Rehab (and its constituent training parts) and other concerned Departments, in respect of the European Court Decision of 2005 not to uphold the the Department's plea that it was "unfair" of the EU to apply new rules half "way through the 1994 to 2000" community programme and make those new rules retrospective to 1994. Representations made by Rehab, its constituents parts to have the grant monies secured and/or restored. Briefing notes prepared for the Dept of the Taoiseach in relation to these matters. The response of the Department when the EU Commission changed the rule governing the provision ESF grants which In 2004/05, according to Rehab and its training division, put in doubt the legitimacy of its use of ESF training grants since 1994.
