The pre-budget submissions made by each government department for the consideration of the Minister and Department of Public Expenditure and Reform as part of the budgetary process. This should include but not be limited to copies of full submissions, emails and letters between ministers on various schemes or proposed plans, and memos of meetings where applicable.
