On behalf of our client, CHC Ireland DAC, pursuant to section 12 of the FOI Act, we hereby request copies of all records which are held by, or on behalf of, the Department of the Taoiseach (the "Department") (including, but not limited to, the offices of Mr Leo Varadkar (as Taoiseach), Mr Micheál Martin (as former Taoiseach), Ms Hildegarde Naughton (as Minister of State with responsibility for Public Health, Wellbeing and the National Drugs Strategy & Government Chief Whip) and Mr Peter Burke (as Minister of State with responsibility for EU Affairs)) in relation to communications between: 1. the Department and Senator Gerard P Craughwell; 2. the Department and all other members of the Joint Oireachtas Committee on Transport and Communications (the "Committee" - currently: Joe Carey, Cathal Crowe, Alan Dillon, Martin Kenny, Michael Lowry, Steven Matthews, James O'Connor, Darren O'Rourke, Duncan Smith, Lynn Boylan, Regina Doherty, Timmy Dooley & Gerry Horkan); 3. the Department and all members of the Public Accounts Committee ("PAC" - currently: Brian Stanley, Catherine Murphy, John Brady, Colm Burke, Cormac Devlin, Alan Dillon, Alan Kelly, Paul McAuliffe, Imelda Munster, Verona Murphy, James O'Connor & Marc (5 Cathasaigh); 4. the Department and the Department of Defence; 5. the Department and the Department for Transport; 6. the Department and the Irish Coast Guard (Senator Craughwell, the Committee, PAC, the Department of Defence, the Department for Transport and the Irish Coast Guard, together referred to hereinafter as the "Third Parties"), which refer to the question of who would provide the service pursuant to the new Irish Coast Guard Search and Rescue Aviation Contract (the "IRCG SAR Contract"). This request also includes any records which are held by or on behalf of the Department in relation to the provision of the new IRCG SAR Contract, including, but not limited to: 1. all records of communications between the Department and the Third Parties, including any staff thereof, relating to the question of who would provide the service pursuant to the IRCG SAR Contract, including but not limited to letters, emails, reports, agreements, memoranda, minutes of meetings, databases, diary entries, text messages, WhatsApp messages and voice notes, multimedia messages, notes (including handwritten notes of any type) and records of phone calls; and 2. all records of internal communications between Department personnel where correspondence with the Third Parties pertaining to the question of who would provide the service pursuant to the IRCG SAR Contract was considered and/or discussed, including but not limited to letters, emails, reports, agreements, memoranda, minutes of meetings, databases, diary entries, text messages, WhatsApp messages and voice notes, multimedia messages, notes (including handwritten notes of any type) and records of phone calls.
