Please take this email as my formal request pursuant to the Freedom of Information Act 2014 for all records relating to the consideration, decision, commission, appointment, terms of reference, payment and fulfillment of a report into the optimal structure for marine casualty investigation known as the Clinch Report or similar, undertaken in the period 1 January 2019 to date
