I am submitting this Freedom of Information request to access records regarding government planning, preparation, and complaints related to COVID-19 measures, as well as protocols for addressing compensation for affected citizens. Scope of Request Pandemic Planning and Simulations (November 2019 to Present) I request all records—including emails, letters, internal reports, memos, policy drafts, and meeting notes—from November 2019 onward that discuss or reference: Preparations or anticipated responses to a potential pandemic. Any simulations, scenario exercises, or planning activities involving pandemic scenarios. Initial discussions or early frameworks for COVID-19 policies and public health restrictions. Internal Protocols on COVID-19-Related Complaints and Compensation Policies I request records from November 2019 onward detailing: Internal guidelines, protocols, or procedures for handling citizen complaints arising from COVID-19 measures. Discussions about liability, government responsibility, or potential damages claims due to COVID-19 restrictions.
