On 10 September 1998, 3rd November 1999 and 19 October 1999, the Government agreed to establish a system of direct provision and dispersal for persons seeking asylum in Ireland. I request: Copies of these decisions, including any minutes of discussions on these decisions; Any other documentation the Government may have relied upon which would have been provided at these (or previous) cabinet meetings that directly relate to the decision taken to establish the system of direct provision and dispersal on the above dates.
