Tender Details: “RFT 182062 - PROJ000006854 - PAS097F-01-042 SRFT for Lot 1 Business Consultancy Services for SEAI” – SRFT Title: Provision of Consulting services in the preparation of SEAI’s five year statement of strategy. This mini competition is run under OGP Framework Contract reference “PAS097F”, a “Multi Supplier Framework Agreement for the provision of Business and Management and ICT Consultancy Services” All documentation relating to the above mini competition including but not limited to all tender submissions / reports / minutes of meetings / scoring and assessment of tenders and associated notes, minutes and drafts / summaries of the meetings and summaries of the tender reviews / tender feedback / tender assessment summaries / briefing materials / emails / letters / correspondence (internal and external) relating to the above Mini Competition as coordinated and facilitated by the Office for Government Procurement under Framework. All Tenderers Documents submitted should be fully accessible as clause 26 of the SRFT document states “…. subject to the Freedom of Information (FOI) Acts, 2014. If a Framework Member considers that any of the information supplied in their response is either commercially sensitive or confidential in nature, this should be highlighted and the reasons for its sensitivity specified. In such cases the relevant material will, in response to a request under the FOI Act, be examined in the light of the exceptions provided for in the Act." Therefore, anything that hasn’t been marked and justified in advance as confidential or commercially sensitive should be available. Any over- reaching to claim confidentiality on an entire document should render it fully discoverable as to claim it is all confidential is clearly inappropriate. All other decision related documentation should be fully discoverable also as they must be in order to justify the decision made. Specifically, between the dates of 16/12/2020 and 15/03/2021 (so post publication of the RFT / SRFT on eTenders up to date of this request).
