1) all records held by the Department of Finance and created since 1 January 2007 relating to meetings or written correspondence between Finance Department staff or ministers and private parties (private individuals, companies, non-governmental organisations or other private bodies) in which the negotiation of the Ireland/Ghana double taxation agreement was discussed. Such records may include (but may not be limited to) emails, written correspondence, meeting minutes, advice or guidance both written and electronic. 2) The date at which negotiations for the Ireland/Ghana double taxation agreement commenced. 3) Whether the negotiations for the Ireland/Ghana double taxation agreement were first requested by the Ghanaian government or the Irish government. If any record relating to any particular meeting or written correspondence is deemed to be an exempt record under the meaning of the Act, I would nonetheless be grateful to receive the date, location and list of participants at the meeting.
