​All correspondence between the Department of the Environment, Community and Local Government and the Department of Justice and Equality regarding the Planning and Development (Amendment) (No. 4) Regulations 2015 (SI 582 of 2015), to include all internal discussions within the Department of the Environment, Community and Local Government leading up to and during the drafting of the Planning and Development (Amendment) Regulations 2016, in particular correspondence relating to S.3(b) of the Regulations at 2 above, which redefines "protected person".
