Department of Social Protection

I am assuming that the Department of Finance Circular ‘Circular 9/1987: Increments’ is still in operation and has not been superseded by some other Circular. Under the FOI Act 2014, I wish to get a copy of the Civil Service records (procedures, processes and guidelines) that relate to the implementation/operation of Section 14 ('Deferral of Increments') of that Circular.
