I am making this request under the Freedom of Information Act 2014. I seek access to records held by the Office of Public Works (OPW) related to the award of a modular homes contract to John Sisk & Son Ltd and Framespace Solutions Ltd, as part of the Ukraine Rapid-Build Modular Housing Programme and/or related uses under the International Protection Accommodation Services (IPAS) scheme. Scope of Request Please provide the following documents: 1. Tender Evaluation & Award Documents Evaluation committee reports, scorecards, recommendations, and award memos regarding this contract. Records referring to subcontracting, especially the engagement of Framespace Solutions Ltd by Sisk. 2.Conflict-of-Interest Declarations Any declarations submitted by tenderers, subcontractors, or associated personnel regarding: Declan Murtagh (Framespace CEO, formerly Sisk), Michael McElligott (Framespace director, CEO of Tetrarch Capital), Or any ongoing professional, financial, or personal links between Framespace and Sisk personnel. 3. Procurement Committee Records Internal minutes, communications, or ethical assessments from any procurement or evaluation panels within OPW relating to this award. Notes of any declared or perceived conflicts, recusals, or transparency issues. 4. Correspondence & Departmental Coordination Any correspondence (email or otherwise) between: OPW, the Department of Housing, or Department of Justice/ DCEDIY ; And any third parties (Sisk, Framespace, IPAS coordinators, housing delivery taskforces), relating to potential conflicts of interest, prior relationships, or eligibility to deliver accommodation under either the Ukraine Housing Initiative or IPAS system. I am requesting documents dated between 1st January 2022, and 1st July 2024.
