Department of Enterprise, Tourism and Employment

I am making a combined request under Section 12 of the Freedom of Information Act 2014 and Articles 12–15 of the GDPR for all records concerning the governance, funding, contractual arrangements, and data processing of the Back for Business, Going for Growth, and ACORNS programmes. This request is being made simultaneously to the Department of Enterprise, Trade and Employment, Enterprise Ireland, the Department of Foreign Affairs, and the Department of Agriculture, Food and the Marine, and I am copying the Office of the Comptroller and Auditor General for transparency, oversight, and coordination. These programmes are presented to the public with State logos, endorsements, and ministerial promotion, yet are operated by an unincorporated sole trader, Paula Fitzsimons / Fitzsimons Consulting. DETE and other State bodies cannot simultaneously present these programmes as State-backed while claiming they are “private” when it suits. This dual representation creates a reasonable expectation that they are subject to public sector transparency, FOI, and GDPR obligations.
