I hereby submit this formal request under the Freedom of Information Act 2014, for access to records held by your Department concerning the involvement, engagement, or contractual arrangements with the following entities: 1. Palantir Technologies Inc. and any of its subsidiaries or affiliates; 2. Foundry (Palantir’s software platform); 3. Any other data analytics, surveillance, health modelling, or digital identity software provided by or affiliated with Peter Thiel or Thiel Capital. Specifically, I request access to: • Any contracts, Memoranda of Understanding (MOUs), or Data Sharing Agreements between your Department and the above-named entities, from January 2019 to present; • Any internal emails, briefing documents, meeting minutes, or reports that reference the role of Palantir Technologies (or Foundry) in Ireland’s: o Health system (e.g., HSE pandemic planning, vaccine logistics); o Public Services Card or biometric identity infrastructure; o Emergency response systems or population surveillance; o Participation in EU Digital Wallet, HERA, or data integration schemes;
