All records relating to the correspondence between Secretary General of Department Social Protection, Eddie Sullivan and Secretary General in Finance, John Hurley pertinent to the negotiations to transfer funds from the SW Insurance fund agreed prior to the budget announcement in December 2001. It is desired to be known where the impetus from this "raid" on the funds originated and it is in the knowledge that both Mr Hurley and Mr Sullivan were accounting officers with obligations to protect the SI fund by statute. This would apply in particular to Mr Sullivan.
