Meath County Council

Pursuant to Section 12 of the Freedom of Information Act 2014 (the Act), we hereby request Meath County Council furnish to us, on behalf of our client UTS Technologies Limited, each and every record (as defined by Section 2(1) of the Act) or document (regardless of the media used) in its possession, or in the possession of its servants or agents or a person providing a service to the Council (as defined by Section 11 (9) of the Act) relating to Meath County Council's tender competition with Reference RFT 149973 for the award of a contract for pay parking enforcement services (the Contract) pursuant to a request for tenders published on 25 April 2019 (the Competition). In particular we request that Meath County Council provides the following categories of records: 1. All correspondence and documentation which references Meath County Council's decision not to sub-divide the Contract into separate lots; 2. All correspondence and documentation relating to Meath County Council's decision to award a single contract for all three parts of the tender including any notes of the evaluation team; 3. All correspondence and documentation relating to Meath County Council's clarification responses in relation to the Competition issued on 22 May 2019 and 30 May 2019 including any correspondence discussing or referencing the proposed response to these clarifications; 4. All correspondence and documentation relating to the email sent by Meath County Council on 23 July 2019 at 1.26PM to Flowbird 5. All documentation which identifies the names of the individuals in Meath County Council who were involved in evaluating tenders in response to the Competition; 6. All correspondence and documentation which refer in any way to UTS Technologies Limited or Flowbird in relation to the Competition; and 7. The report prepared by Meath County Council pursuant to Regulation 84 of the European Union (Award of Public Authority Contracts) Regulations 2016 (S.I. 284/2016) (the Article 84 Report) in relation to the Competition.
