The information I am therefore requesting is as follows: Copies of any briefing material provided to the Minister and previous Minister alerting them to issues with backlogs in the NCT. Details of all penalty clauses contained in the contracts agreed with the NCT which relate to the issue of backlogs and how they should be dealt with. Details of any briefing to the Minister / Secretary General which provides suggestions for dealing with the backlogs. Copies of any advice provided to the Minister or Secretary General concerning the legal implications for drivers unable to obtain NCT tests. Any other information which would explain the Minister’s/Department’s response to the backlog and the implications for car owners of being unable to access a service for which there is a statutory requirement to comply with
