all non-personal records created after the effective date of the Postal and Telecommunications Services Act 1983 relating to compliance or otherwise with the requirements of sections 46(4) and 46 (4A) by all schemes submitted to the Minister for Communictions, Climate Action and Environment (and his predecessors) for approval or to the Minister for Public Expenditure and Reform (and his predecessors) for concurrence including, but not limited to, representations by or on behalf of persons to whom sections 46(4) and 46 (4A) apply.
