NLPMS Complete Audit, Litter Management, Industry Programmes, EPR, and Legislative Framework Date range: 1 January 1999 to the present date (NLPMS contracts/methodology); 1 January 2010 to the present date (expenditure, enforcement, campaigns); 1 January 2020 to the present date (policy, upgrades, digital) DCEE has policy responsibility for litter monitoring, the NLPMS (operating since 1999 under contract to Tobin Consulting Engineers), anti-litter infrastructure, the Gum Litter Taskforce, EPR scheme development, environmental education oversight, and implementation of the Circular Economy Act 2022. The NLPMS generates over 5,000 local authority surveys annually. The 2024 results show litter pollution is worsening: unpolluted areas fell from 21.5% to 19.2%.
