Department of Health SUBJECT: Notice of Request — Disclosure of Contracts, Communications & Data Governance Related to Palantir, Peter Thiel–Linked Entities, and Biometric Systems Authority Invoke: Pursuant to the Freedom of Information Act 2014 and under my lawful right as a citizen and living woman of Ireland, I hereby serve this Notice of Request (“the Notice”) to the Department of Health. This Notice demands full disclosure of records and documents held by the Department concerning: 1. Procurement Records All contracts, Memoranda of Understanding (MOUs), purchase orders, invoice records, or statements of intent entered into or issued by the Department of Health from 1 January 2018 to present, involving: • Palantir Technologies, including its Foundry platform, or any subsidiaries or agents; • Any entity funded by or associated with Peter Thiel, including (but not limited to) Anduril, Mithril Capital, Founders Fund. 2. Communications & Meeting Documentation All emails, letters, telegrams, instant messages, internal memos, meeting minutes, or digital records relating to the above entities, specifically referencing use of: • Digital health systems, data analytics for public health; • Vaccine distribution modelling, population health surveillance, biometric identification systems; • Discussions of data-sharing with other State Departments, EU bodies, or private platform providers. 3. Internal Evaluations & Risk Assessments All internal evaluations, legal or ethical reviews, data protection impact assessments (DPIAs), cybersecurity risk reports, or compliance assessments concerning the procurement or use of technology platforms supplied by any of the named entities. 4. Biometric/Identity Systems All records relating to the planning, procurement, feasibility analysis, or deployment of biometric or identity management systems—including but not limited to: • Facial recognition, fingerprint, or iris scanning systems; • Integration with Public Services Card infrastructure or national digital health IDs; • Contracts or documentation with SERCO, Aladdin, or similar firms supplying data systems.
