A. AIE REQUEST — Environmental Information Please provide all environmental information held by or for the Department of Climate, Energy and the Environment concerning the identification, screening, assessment, comparison, recommendation, and selection of the SGER terminal site in County Clare/Cahiracon and alternatives elsewhere, including the following categories: 1) Site options universe and screening trail - Longlist and shortlist of candidate sites. - Inclusion/exclusion decisions for each site and reasons. - Records of any “gateway” criteria used to eliminate sites. 2) Methodology and criteria - Terms of reference and methodological documents. - Criteria definitions, thresholds, scoring rules, and weighting methodology. - Any amendments to criteria/weightings and records explaining why changes were made. - Sensitivity analysis and robustness testing. 3) Comparative assessment outputs - Multi-criteria analysis outputs, ranking tables, scoring matrices. - Cost-benefit analyses and option appraisal summaries. - Working spreadsheets and model files used to derive rankings. - Environmental constraints mapping/GIS overlays. 4) Risk and receiving-community assessment at site-comparison stage - Hazard identification and consequence-screening records used in site comparison. - Assumptions used for population exposure, land use, vulnerable receptors, emergency response capability, and meteorology. - Records addressing residual risk allocation to nearby/receiving communities. 5) Consultants and external advisers - Procurement records, requests for tender/quotes, award records. - Contracts, scopes of work, deliverables, presentations, and author lists. - Records identifying who prepared each key assessment and recommendation. 6) Recommendation and approval chain - First record recommending Cahiracon (or any preferred site). - All subsequent recommendation records, including revisions. - Minutes/notes/decision papers where recommendations were considered, accepted, modified, or escalated- Correspondence with other public bodies relating to preferred-site rationale. 7) Substantiation of public statements - Records evidencing public statements regarding: (a) number of coastal sites considered, (b) criteria used (technical/environmental/financial/planning), (c) use of multi-criteria and/or cost-benefit methods. 8) Records held “for” the Department of Climate, Energy and the Environment - Any records held by consultants/contractors on behalf of [Authority Name] concerning the above. 9) Search details - A note of record systems searched, date ranges, and business units searched.
