Exec Summary
Foreword from TII’s Chief Executive
I am pleased to present the third iteration of Transport Infrastructure Ireland (TII)’s Sustainability Implementation Plan. As the steward of National Roads, Luas Light Rail, MetroLink and Greenways, TII has a responsibility to protect Ireland’s national transport assets. This means managing and maintaining infrastructure so that it delivers long-term value, meeting the needs of current users while safeguarding it for future generations.
This Plan sets out how TII is embedding sustainability across our major portfolio of national infrastructure programmes, from planning and design through to delivery, operation and maintenance. It reflects the progress we have made since the first Sustainability Implementation Plan was published in 2021, and how its principles are now integrated across the standards, processes and decision-making at the core of our work. This revised Plan builds on that progress and sets out our approach for the next phase of delivery.
We have made good progress to date, but there is more to do. We look forward to continuing this work in partnership across the transport sector, as we deliver a more sustainable transport system that supports quality of life, balanced growth and respects the environment.
This Plan has also been updated to be more focused and accessible, enabling a clearer understanding of TII’s sustainability approach across a wider audience. It places greater emphasis on social value and the outcomes we deliver for communities, while providing a more direct link between long-term policy commitments and practical delivery across TII.
Responding to climate change is central to TII’s purpose, vision and values. We will continue to strengthen our approach to both mitigation and adaptation, reducing the whole-life carbon impact of our infrastructure and services while building resilience to future climate risks.
Lorcan O’Connor
A key development in this update is an increased focus on the long term, looking ahead to 2040 and 2050. This reflects both the scale of the challenge ahead and the evolving role of transport infrastructure in enabling access to employment, housing, education and healthcare. It sets out how TII will respond to these challenges, supporting the development of climate‑resilient, low‑carbon transport networks and services that are safe, reliable, and accessible, delivering long-term value for Ireland.
Chief Executive, Transport
The successful delivery of this Plan relies on continued collaboration across the transport sector. Working with Government, local authorities, communities, and industry, we will continue to collectively deliver on shared priorities.
