Action Plan 2026-2030

The SMP sets out a framework until 2030 with the objective of implementing infrastructure and service improvements, as well as demand management and behavioural change measures, thus making it easier for people to travel by more sustainable modes – be that walking, cycling or public transport. The SMP Action Plan 2022-2025 sought to define the key actions that would require implementation in the first three years of the Policy’s lifetime in order to establish a solid foundation for delivering on social, safety, and accessibility objectives as well as helping to contribute to our climate targets, which include a 20% reduction in all vehicle kilometres travelled, a 50% increase in daily active travel journeys and a 130% increase in daily public transport journeys.

Throughout the first two years of the Action Plan, considerable progress has been made in delivering the agreed actions. However, further steps will need to be taken between now and 2030 if our overall ambitions are to be achieved, and it will be necessary to set these out in a second Action Plan which will cover the period from 2026 to 2030. Over the next year, the Department of Transport will undertake a comprehensive exercise to reflect on the delivery of the SMP to date, to consider any gaps in the existing Policy which should be addressed in a new Action Plan, and to examine the need for further implementation measures required to achieve the core SMP principles of Safe & Green Mobility, People Focused Mobility, and Better Integrated Mobility.

Engagement with sustainable mobility stakeholders will be a critical part of the process, and this will take place on an ongoing basis as well as through the annual National Sustainable Mobility Forum.

The exercise to develop this new Action Plan will complement ongoing policy development and delivery across the Department of Transport and Government more broadly, including the finalisation of ‘Moving Together:
