Following the establishment of the Leadership Group and Delivery Team, external support was procured to assist with the setting up of a Project Management Office within the Sustainability Mobility Management and Implementation Division (SMMID) of the Department. This contract commenced in September 2022 and SMMID worked intensively with the external contractors to develop the necessary tools to support a PMO-led approach to monitoring the implementation of the SMP.

This encompassed the development of more effective tools for monitoring and reporting on progress in a more granular way, including an Implementation Plan, a PMO Handbook and dashboards to visualise progress in the implementation of the SMP.

Consideration was also given to the identification of high-level risks associated with each of the 91 SMP actions, and a workshop-based approach was instigated to develop potential mitigants to these risks. The PMO team have also applied an ‘Avoid- Shift-Improve’ categorisation to individual actions, aligning with the approach taken in CAP2023.

These tools have provided a structure for the ongoing management of the implementation of the SMP. Towards the end of the first year of the SMP, the department also commenced work on a similar PMO-led approach to the management of the Pathfinder Programme.
