Climate Action Plan 2023 and Beyond – SMP Alignment

National Sustainable Mobility Policy |Year One Progress Report

As set out in CAP23, Government has established six climate delivery taskforces in key sectoral areas. The role of the transport taskforce is fulfilled by the SMP Leadership Group (LG). Of the fifteen transport-related work programmes identified in CAP23’s Annex of Actions, ten fall under the remit of the LG. These programmes are specifically concerned with integrating sustainable mobility into our transport system and encouraging a shift to the use of more sustainable modes - such as walking, cycling and public transport.

As the LG was set up to support the delivery of the SMP, the ten programmes for which it is responsible are:

  1. Enhancing Governance & Accelerating Implementation

  2. Communications Strategy

  3. Enhanced Spatial and Land-use Planning

  4. Strategic Transport Planning

  5. Roadspace Reallocation

Transport-related actions in the CAP23 Annex of Actions consolidates and integrates actions from multiple departmental policies, such as the National Sustainable Mobility Policy, Road Safety Strategy, Road Haulage Strategy, Renewable Transport Fuels Policy, and ZEVI Implementation Plan and Charging Infrastructure Strategy across 15 ‘headline’ or key work programmes, which are grouped in accordance with an AVOID-SHIFT- IMPROVE framework for guiding greater transport sustainability.

  1. Active Travel & Accessibility

  2. Major Public Transport Infrastructure

  3. Public Transport Services Investment & NTA Connecting Ireland Rural Mobility Programme

  4. Smart, Shared and Integrated Mobility

  5. Decarbonising Public Transport & School Transport Services

The remaining five work programmes are not under the remit of this taskforce and have different governance and oversight arrangements. Moving forward into the second year of the lifetime of the SMP, the LG will meet on a quarterly basis to oversee its implementation. The PMO which was established in December 2022 will continue to support the LG in its oversight function – helping the Group to focus on key issues related to implementation, such as risk management and mitigation, the rollout of a climate communications campaign, and issues arising in the context of Climate Action Plan targets or other emerging policy imperatives.
