The Sustainable Mobility Policy (SMP) sets out a strategic framework to 2030 for increasing the share of active travel and public transport journeys in Ireland. It was published in 2022 alongside an accompanying SMP Action Plan 2022-2025, which consisted of 91 actions that collectively sought to promote sustainable mobility through a range of interventions, including investment in public transport infrastructure and services, active travel promotion and supports, road safety initiatives, legislative measures, research, and public engagement.

While the Policy addresses a variety of objectives for sustainable transport, the first SMP Action Plan was closely aligned with the objectives of the Climate Action Plan 2021 (CAP21) in terms of metrics and targets, including targets to deliver at least 500,000 additional daily active travel and public transport journeys and achieve a 10% reduction in kilometres driven by fossil-fuelled cars by 2030. Following the introduction of sector-specific emissions reduction targets in 2023, which envisages a halving of transport emissions by 2030 compared with 2018, the Climate Action Plan 2023 (CAP23) set out revisions to sustainable mobility performance indicators as follows:

●50% increase in daily active travel journeys

●130% increase in daily public transport journeys

●20% reduction in total vehicle kilometres travelled

The new Plan will monitor performance relative to these Key Performance Indicators.
