3. Measuring SMP Outcomes: Targets and Key Performance Indicator Delivery to Date

The SMP sets out a clear implementation, monitoring and review structure (detailed on pp. 26-27 of the Policy). To support the effective measurement of policy outcomes, the Action Plan 2022-2025 included actions to strengthen the quality of data to inform evaluation of the impact of SMP measures, through rolling out the Walking and Cycling Index to all cities and holding the National Household Travel Survey on an annual basis instead of on its previous five-year cycle.

measures may be added over time as more data sources become available. These were subsequently expanded upon in Climate Action Plan 2023 (CAP23) with three Key Performance Indicators (KPIs) added: achieving a 50% increase in daily active travel journeys, a 130% increase in daily public transport journeys, and a 20% reduction in total vehicle kilometres travelled by 2030.

The targets and KPIs set out on the SMP and CAP23 and the extent to which they have been delivered to date are as follows:

The SMP itself identifies some initial targets while noting that additional reporting
